Since you're not hearing the starter solenoid click when you turn the key that means the signal isn't making it to the solenoid or like you mentioned not enough current. ConZult is just showing you what the ECM is trying to command systems to do.
If you pull up the EL section in the service manual and look at the starter system wiring diagram you can trace the solenoid wire through its circuit. The starter motor case is its ground. Put the positive probe of a DMM on the solenoid post that has a wire going into starter motor itself, the post is usually covered with a rubber boot (not the battery positive cable post!) Put the DMM ground probe on the solenoid body. Check for battery voltage while the key is in the start ("crank") position.
